Before testing this, I wanted to share my findings because I have watched many people with the same thing and I often forget to share what works for me. Therefore, before checking if the found solution works fine, I did the following:

A firewall is an important aspect of any business network. But all this can also be detrimental to the operation of the VoIP implementation.
(My own ideas) On Windows 10, open the XBox Live app. Click “Settings”, then “Network”.
3.1. Make sure the NAT type is Open.
3.2 Connecting to the server: Make sure it is still “off”dig”. If “Stuck” (which was my whole problem – see below).
3.3 Xbox Live status check – September 16, 2019 = Issues found.
Open the control panel.
Click System and Security.
Click Windows Firewall.
In the left pane, usually click on the Restore Defaults link.
Click the Restore Recordings button.
Click Yes to confirm.
To get rid of connecting to the server: “Blocked”, I found a separate guide extremely helpful: Connecting to the Xbox App Server in Windows 10 is blocked
Pay special attention to the unique section:
* If “Blocked” is displayed, your computer is unable to establish a Teredo IPsec connection to the Quality-to-Service (QoS) server. If you find that Teredo can’t meet requirements other than the NAT type, visit Teredo’s main troubleshooting page first to fix the issue. Then check if the connection to the server is being blocked by programs.
Unable to establish a Teredo IPsec connection to the QoS server if the Windows firewall can be disabled, if the security software has changed the configuration of the Windows firewall, or when necessary Windows services are affected or stopped. If your PC fails to establish a Teredo IPsec connection, you won’t be able to use the Xbox L Team Chat serviceive or play multiplayer games on Xbox Live.
Note. Teredo IPsec connectivity is only required for Xbox Live group chat and multiplayer features. If your game doesn’t use this Xbox Live service, visit the game’s support site for help with Converse and multiplayer issues. Of course *
Make sure Windows Firewall is enabled and Legacy Policy is active
Windows Firewall is suitable for establishing a Teredo IPsec working relationship. Even if you use additional security software and most firewalls, this type of Windows Firewall is used as a base. If for some reason Windows Firewall is disabled, you must enable it to use Xbox Live Chat and play multiplayer games.
Type Windows Firewall in the search box on the toolbar (Cortana).
Select Windows Firewall from the search result type.
On the left side of the window, select Turn Windows Firewall on or off.
If your website type (public, private, or domain) has Window Firewall disableds, use Turn Windows Firewall on and in this case select OK.
You may need to restart your computer.
